This is particularly true in a problem workgroup because the boss has not already taken a leadership role to fix the problem.
Managers exist to draw talent from individuals and develop synergies within the work group. Therefore, the manager must ultimately bear responsibility for continuation of the problem. The solution must start with the manager, even if the start only occurs after prompting by the workgroup’s leader.
