Job Title: System Admin/ System DBA with Web Application

Location: Montgomery County, MD

Duration: Long Term – One year

Scope of Work/responsibilities:

The Contractor will provide technical staff to complete the migration of content from legacy MS Access database(s) and MS Excel database(s) to MS SQL;
develop, test and publish a web-based data entry system to replace Access forms, MCLegislationEntry enabling staff to upload data and files to MS SQL;
continue the development of the Legislative Information Management System (LIMS) public facing web application to include new web pages for each new dataset. Datasets include: Bills, Resolutions; Zoning Text Amendments (ZTAs);
Subdivision Regulation Amendments (SRAs); and other Amendments; and Master Plans. Script the web application to deliver all files to the MS SQL search in LIMS for each dataset.
Candidate will also work with the Technology and Enterprise Business Solutions (TEBS) relative to the use of Development, Test and Production environments to support web servers and database servers as well as publishing completed web applications to the public facing network.
Continue to tweak both web applications for all datasets, including the initial Bills and Resolution datasets as needed.
Work with DTS to script the application to submit content to the County’s record management system, Zy, to dataMontgomery as well as to the Council web portal.
Some datasets will require subscription services like the ZTA and SRA amendment subscription service in LIMS.
Website visitors must be able to track all content publicly posted and staff must be able to track use MCLegislativeEntry to track all content publicly and not publicly posted via Single Sign On.
At the close of the contract, the contractor must provide documentation relative to all logic built into both web applications as well as a complete technical diagram, and vet an application Administrator’s and End User’s Guide.
