Job Description – Development Program Manager
Overview
Our teams drive and deliver programs across PayPal, building and launching new products globally. These initiatives span multiple teams, projects, and regions, and involve complex technologies. Program Managers are responsible for planning, executing, tracking, and managing end-to-end solutions to ensure delivery of customer and business value.
This role requires driving cross-functional efforts across the PayPal enterprise, including Product, Operations, Infrastructure, and other key functions. Successful candidates will demonstrate a strong understanding of program vision and roadmap while keeping stakeholders aligned to ensure successful outcomes.
We are seeking Development Program Managers with experience in Agile project management, product launches, change management, and organizational dynamics.

Team & Project Overview
Team:
You will work with a Global Solution Engineering team, supporting development-focused program and project management for solutions and products serving key clients. Teams are distributed across the U.S., China, India, Singapore, the Middle East, and other regions, and include Product, R&D, QE Testing, and Infrastructure/DevOps.
Reason for Opening:
Due to increased cross-regional collaboration, the team requires a strong PMO resource to drive development progress, manage risks, and ensure successful program delivery.

Key Responsibilities
Lead and organize planning activities to develop program and release roadmaps aligned with enterprise goals
Define and execute product launch strategies, including rollout plans, timelines, and performance tracking
Proactively manage stakeholders, dependencies, risks, and resource constraints
Collaborate with cross-functional leaders to resolve issues and drive decision-making
Establish and track program KPIs aligned with product objectives
Design and oversee pilot programs and beta testing initiatives
Define and manage Go/No-Go criteria with business stakeholders
Maintain clear communication across global teams and adjacent programs
Identify, escalate, and resolve program risks and impediments
Lead retrospectives and drive continuous improvement initiatives
Ensure alignment with PayPal’s product lifecycle management standards
Identify cross-program synergies and opportunities for efficiency
Maintain strong governance across timelines, resources, risks, and dependencies
Evaluate and improve processes to support rapid and high-quality delivery

Required Experience
5+ years of relevant experience in program or project management
Proven ability to manage multiple teams delivering software or product development initiatives (Agile preferred)
Demonstrated success managing complex development programs that deliver technical solutions and business impact
Strong ability to build relationships across cross-functional and global teams
Technical acumen with the ability to represent the customer perspective throughout the development lifecycle
Solid understanding of project management tools, processes, and methodologies
Experience with Agile frameworks such as Scrum
Experience creating program artifacts supporting large-scale, multi-release implementations
Exposure to or hands-on experience with AI/LLM technologies
