Mandatory Qualifications (Pass/Fail):
• Between four (4) and seven (7) years of experience as a Business Analyst.
• Between three (3) and seven (7) years of business analysis experience in State Government within the Human Services domain, with a focus on:

• Fair Hearings
• Conducting requirements gathering sessions
• Analyzing business requirements
• Managing requirements throughout the SDLC
• Developing business and technical artifacts
  • Experience developing business artifacts including:
• Business Process Flows
• User Stories
• Business Rules Catalogs
• Data Dictionaries
• Wireframes
• Functional Specifications aligned with program standards
  • Between three (3) and seven (7) years of experience working on an Integrated Eligibility System (IES) program implementing web-based applications for clients and workers.
  • Experience working within Agile/Iterative development methodologies.
  • Experience aligning business requirements with federal standards, conditions, and regulations.

Additional Qualifications:
• Between three (3) and seven (7) years of experience independently creating end-to-end business process optimization documentation for web-based solutions.
• The justification narrative must specifically describe how the candidate's unique project experience satisfies this requirement. General project summaries are not acceptable.
• Between three (3) and seven (7) years of experience supporting Fair Hearings process modernization initiatives.
• Experience collaborating with Subject Matter Experts (SMEs) to refine business requirements and develop working solutions.
• The justification narrative must specifically demonstrate how the candidate's prior experience satisfies this qualification. General project descriptions will not be accepted.
• Between three (3) and seven (7) years of experience performing both Business Analyst and Quality Assurance Tester responsibilities, including:

• Assisting with project planning and roadmaps
• Creating test scenarios
• Executing manual test scripts
• Reporting testing findings
• Managing defect resolution with internal and external stakeholders
  • The justification narrative must specifically address how the candidate's previous experience meets this requirement. General team project descriptions are not sufficient.
