• Architecture Strategy & Planning
o Develop and maintain enterprise architecture frameworks aligned with licensing and regulatory objectives.
o Define “as-is” and “to-be” architecture states for applications, data, and infrastructure.
• Solution Design & Integration
o Lead the design and implementation of scalable software solutions across cloud, SaaS, and on-prem environments.
o Ensure interoperability between licensing platforms, payment systems, and citizen-facing portals.
o Collaborate with legal and compliance teams to embed regulatory requirements into system design.
• Stakeholder Engagement
o Partner with business units, IT teams, and external vendors to translate licensing needs into technical solutions.
o Present architecture roadmaps and trade-offs to executive leadership and city council stakeholders.
• Technology Leadership
o Evaluate emerging technologies (e.g., AI, blockchain, low-code platforms) for applicability to licensing operations.
o Mentor solution architects and developers to ensure consistent design practices.
Qualifications
• Bachelor’s or Master’s degree in Computer Science, Information Systems, or related field
• 8+ years of experience in Enterprise Architecture, preferably in government or public sector
• Deep knowledge of licensing systems, workflow automation, and citizen service platforms
• Familiarity with frameworks like TOGAF, FEAF, or Zachman
• Experience with cloud platforms (Azure, AWS, Oracle Cloud), DevSecOps, and data governance
• Excellent communication and stakeholder management skills
• Experience with government systems or similar municipal licensing platforms
• Knowledge of regulatory compliance (e.g., FOIA, HIPAA, PCI-DSS)
• Proficiency in tools like MS tools, MS Visio, Power Platform
