Role Overview
Our teams drive and deliver programs across PayPal, building innovative products and launching them on a global scale. These programs span multiple teams, projects, and geographies, often involving complex technologies.
Program Managers are responsible for planning, executing, tracking, and managing end-to-end solutions to ensure both customer and business value are delivered. They lead cross-functional efforts across the PayPal enterprise, partnering with product, operations, infrastructure, and other key functions to achieve program goals.
Successful candidates demonstrate a strong understanding of program vision and roadmap while keeping stakeholders aligned to drive successful outcomes.
We are currently seeking Development Program Managers with experience in Agile project management, product launch management, change management, and organizational dynamics.

Team:
This role supports a Global Solution Engineering team, focusing on development-related program and project management for client-driven solutions and products. Teams are distributed across the U.S., China, India, Singapore, the Middle East, and other regions, and include Product, R&D, QE/Testing, and Infrastructure/DevOps.
Reason for Posting:
Due to increased cross-geography collaboration, the team requires a strong PMO to support development progress, risk management, and overall program execution to ensure successful delivery.

Typical Day & Key Responsibilities
• Lead and organize planning activities to develop program and release roadmaps aligned with enterprise priorities
• Define and execute launch strategies (scope, rollout, timing, ramp, and analytics)
• Proactively manage stakeholders, identify dependencies, risks, and resource constraints, and remove roadblocks
• Collaborate with cross-functional leaders to resolve issues and drive decision-making
• Establish measurable KPIs aligned with product and business objectives
• Design and oversee pilot programs and beta testing initiatives
• Define and manage Go/No-Go criteria with business partners
• Maintain communication across global teams and adjacent programs
• Identify, escalate, and resolve program risks and impediments
• Lead retrospectives and drive continuous improvement initiatives
• Ensure alignment with PayPal’s product lifecycle management practices
• Identify cross-program synergies and opportunities for optimization
• Oversee governance, including timelines, resources, risks, and dependencies
• Continuously improve processes by identifying gaps and implementing best practices
Professional Experience Requirements
• 5+ years of relevant experience
• Proven success managing multiple teams delivering software or product development initiatives (Agile preferred)
• Strong track record of managing complex development programs that deliver technical solutions and measurable business impact
• Experience working across global, matrixed organizations
• Strong technical acumen with the ability to represent the voice of the customer
• Solid understanding of project management methodologies, tools, and best practices
• Experience with Agile frameworks such as Scrum
• Demonstrated ability to develop program artifacts supporting large-scale implementations with concurrent releases
• Exposure to or hands-on experience with AI/LLM technologies
