Job Summary
We are seeking an experienced Project Manager – Federal Grant Compliance to provide analysis, pre-award and post-award support services, and oversight to ensure compliance with federal and NYS regulations, as well as grant-specific requirements. This role will serve as a critical resource for staff on fiscal and programmatic compliance matters and requires expertise in navigating complex federal grant regulations, reporting requirements, and internal control structures.
Key Responsibilities
Collaboration & Communication
- Act as a subject matter expert on federal and state grantor regulations and policies.
- Monitor and communicate updates on federal and state regulatory changes (CFR, OMB Uniform Guidance, agency-specific requirements).
- Collaborate with program, finance, legal, regulatory, and audit teams to ensure compliance.
- Communicate with granting agencies and external stakeholders as required.
Proactive Controls & Compliance
- Develop and implement compliance policies, procedures, and training programs.
- Establish and maintain internal control structures, accountability measures, and monitoring processes.
- Conduct strategic self-audits to identify compliance gaps and implement corrective actions.
- Ensure adherence to operational, financial, legal, and reporting requirements, including sub-awardees and contractors.
Pre-Award Management
- Support grant proposal development and submission, ensuring compliance with grantor requirements.
- Track funding opportunities, deadlines, and reporting obligations.
- Negotiate grant agreements to address funding and indirect costs.
- Maintain accurate application status in financial and grantor systems.
Ongoing Compliance & Reporting
- Partner with finance teams to verify budgets, expenditures, and reimbursement eligibility.
- Review and validate internal and external reports for compliance before submission.
- Ensure accurate recordkeeping, storage, and retention of grant documentation.
- Prepare for and support external monitoring visits, audits, and evaluations.
Required Skills & Qualifications
- Bachelor’s degree in Business, Law, Public Administration, Finance, or related field (advanced degree preferred).
- 5+ years of experience in federal grant compliance oversight.
- 5+ years in project and process management, handling multiple deadlines across teams.
- 2+ years in audit oversight, risk management, or related functions.
- Strong knowledge of federal grant requirements, OMB Uniform Guidance, and CFR.
- Excellent organizational, project management, and communication (verbal & written) skills.
- Proficient in MS Office Suite (Excel, Word, Teams, SharePoint).
- Demonstrated ability to develop compliance frameworks and lead cross-functional collaboration.
Preferred Qualifications
- Advanced degree in Finance, Law, Risk Management, or Public Administration.
- Multi-year experience with large-scale, complex, multi-grant compliance management.
- Strong research, data management, and statistical analysis skills.
- Familiarity with NEIS or similar financial/grant management systems.
