Position is 40 hours a week (part-time telework (2-days remote) & 3-days onsite (5th floor of The Keystone Building, located at 400 North Street, Harrisburg, PA 17120)). Remote days and onsite days set up can be discussed during the in-person interview.

Position: The Department of Community and Economic Development is actively seeking a data engineer to serve as the lead for performance management, analytics, and reporting for the Pennsylvania Broadband Office. In the role, you will have the opportunity to design, maintain, and improve the PA Broadband Office's data infrastructure to support our broadband programs.
Description of Work:
· Leads the development, maintenance, and governance of PBDA data systems, including programmatic, financial, geographic, and performance datasets.
· Designs and manages data models, schemas, and workflows to ensure consistency, accuracy, and reliability across PBDA programs (BIP, BEAD, Facilities, Technology, and related initiatives).
· Familiar with DAX tools for measures and calculations within Power BI to support accurate, consistent, and repeatable analytics and reporting.
· Writes, optimizes, and maintains SQL queries to extract, transform, and analyze data from relational databases and enterprise systems.
· Ensures analytics products are scalable, repeatable, and aligned with leadership, board, legislative, and federal stakeholder needs.
· Oversees publishing, access controls, and lifecycle management for analytic products in accordance with Commonwealth data and security policies.
· Supports PBDA leadership in identifying performance measures and key indicators for broadband infrastructure and other programs.
· Produces internal and public-facing reports, dashboards, and data visualizations used for decision-making, transparency, and accountability.
· Assists with federal and state reporting requirements, including data submissions related to program monitoring, compliance, and outcomes.
· Collaborates with GIS staff and contractors to ensure alignment between tabular program data and geographic datasets.
· Maintains an awareness of GIS concepts, spatial data structures, and mapping requirements to support PBDA’s public-facing maps and analyses.
· Supports integration of GIS outputs into dashboards, reports, and data products, without serving as the primary GIS developer.
· Serves as a subject-matter expert for PBDA data-related decisions, advising leadership on data quality, analytics approaches, and reporting strategies.
· Prepares high-level briefings, presentations, and summaries for PBDA executive leadership, the Authority board, and external stakeholders.
Required: solid SQL, basic–intermediate Power BI, general data modeling, data integration, communication skills, and comfort working with diverse datasets.
Preferred: experience with DAX optimization, light GIS familiarity, data governance concepts, or federal reporting experience.
Optional: advanced GIS, advanced Power BI administration, or programming languages.
