Job Description:
We are seeking a highly experienced Business Analyst to support our client, Michigan Department of Health and Human Services (DHHS). This position will require the candidate to have 9+ years of experience in business analysis, functional requirement documentation, and extensive experience working on large agile projects.

Responsibilities:

Fully support all client departments and other applications.
Write high-level functional requirement documents.
Conduct business requirements analysis, perform gap analysis, and develop detailed functional requirements.
Execute the full Software Development Life Cycle (SDLC), including gathering requirements and writing functional/technical specifications for complex projects.
Develop functional design documents and collaborate with stakeholders for review and approval.
Develop user stories and task breakdowns for agile development projects.
Develop prototypes and mockups for user review and approval.
Utilize flowcharts, screen layouts, and documentation to ensure the logical flow of system requirements.
Work on large agile projects and develop test reports with metrics, coordinating with business users.
Assist with Enterprise Architecture Solution Assessment (EASA), Hosting documents, and Firewall Rules.
Design and document IT solutions adhering to client standard technology.
Draft Local Change Board documents.
Develop training content and user manuals.
Design, develop, and implement test plans for applications or subsystems.
Create and execute test data to validate program logic and ensure desired results.
Assist with UAT testing, test cases, and post-implementation testing.
Differentiate between defects and new requirements, providing defect tracking information.
Assist with the implementation of RFCs (application changes, infrastructure changes, etc.).
Maintain and update system documentation as a result of system upgrades.
Monitor applications during peak production times and assist with user issues via calls, discussions, and testing.
Knowledge, Skills, and Abilities Required:

Strong written and verbal communication skills.
Ability to lead and support team members.
Skills Required:

8+ years of experience in business analysis for complex computer systems.
8+ years of experience in developing functional requirements for development projects.
8+ years of experience in developing and implementing test plans and test cases.
8+ years of experience in creating, updating, and maintaining system documentation.
8+ years of experience in creating training plans and materials.
5+ years of experience using CMM/CMMI Level 3 methods and practices.
5+ years of experience with Agile development processes, including test-driven development.
Experience with Azure DevOps.
Experience working with HIPAA Data.
