  Scope of the project:

SCDHHS is seeking an experienced IT Project Manager to manage high-profile executive-level projects working closely with other members of the agency executive team and external stakeholders.

Objectives to Be Fulfilled by Candidate:

Essential Responsibilities

Collaborate with executive staff, staff, team members, management, and external organizations, including vendors, to gather and manage information for project plans, portfolios, metrics, reports, and documentation.
Define project objectives and scope by reviewing proposals to determine timelines, budgets, procedures, and phases for IT projects.
Implement project management processes for IT projects to ensure timely delivery, budget compliance, high quality, and customer satisfaction.
Work with technical teams and business stakeholders to develop deliverables suited for audiences with varying technical expertise.
Identify and assess project risks and develop strategies for risk mitigation.
Act as a Subject Matter Expert (SME) or Point of Contact (POC) for managing and enhancing processes related to the System Development Life Cycle (SDLC).
 

Program Experience:

Current experience with Medicaid, Social Services, or similar public benefit programs is strongly desired and will be given the highest weight.  Experience should include well documented success with IT implementation projects.

Technical Knowledge:

Experience with documentation and artifacts related to any or all the following technologies would be considered desirable for this position:

Health Information Technologies
Project Management software (e.g., MS Project)
General Duties and Responsibilities:

Develop, implement, and manage a process for tracking all IT initiatives and projects, ensuring regular reporting and efficient resource utilization.
Prepare status reports and provide updates to stakeholders. Monitor project progress, identify necessary activities, and ensure that deliverables, milestones, and tasks are completed on schedule.
Attend or lead staff meetings and integrate with the team, gaining familiarity with overall operations and project initiatives.
Use Microsoft Office, Atlassian Suite, SharePoint, Salesforce, and other tools to document, track, and report on IT project efforts.
Lead projects from initiation through to completion, adhering to the Project Management Institute (PMI) framework.
 

Required Skills (rank in order of Importance):

Minimum 5 years Project Management experience
1+ plus years of experience within network infrastructure, server, and system administration operations.
Ability to plan, guide, manage, organize, and coordinate work assignments to employees
Ability to present and prepare reports
Ability to assign appropriate priorities to work activities based on organizational goals and situational pressures
Ability to effectively plan and communicate work activities and deadlines
Preferred Skills (rank in order of Importance):

Experience with Medicaid, healthcare and all healthcare related requirements
