Job Description: Senior IT Project Manager will lead the planning, design, development/configuration, implementation, and deployment of a large-scale cloud-based and web-based solution. The selected Project Manager will oversee the complete project lifecycle, coordinate cross-functional technical and business teams, manage project governance, and ensure successful deployment across multiple geographically separated facilities.

 

Must have extensive experience in managing large or complex IT projects and working with the California Department of Technology and Project Approval Lifecycle process.

 

Lead the complete project lifecycle for a large-scale cloud-based and web-based solution, including planning, requirements, design, development/configuration, testing, implementation, production deployment, stabilization, and operational transition.

 

Manage large and complex IT projects using established project management principles, methods, techniques, methodologies, and tools while ensuring alignment with approved scope, schedule, budget, quality, resources, and deliverables.

 

Develop and maintain project management plans, work breakdown structures, schedules, milestones, budgets, resource plans, communication plans, governance frameworks, change-control procedures, escalation processes, and executive dashboards.

 

Coordinate cross-functional teams comprising application development, cloud architecture, infrastructure, networking, cybersecurity, access management, testing, data migration, business operations, vendors, contractors, and executive stakeholders.

 

Lead the design, development/configuration, implementation, and deployment of a web-based system across at least three geographically separate facilities with networks separated by firewalls or equivalent security boundaries.

 

Manage networking, firewall, cybersecurity, access-control, infrastructure, integration, and deployment dependencies between physically or logically separated facilities.

Coordinate requirements validation, architecture and solution-design reviews, system integration testing, user acceptance testing, security validation, data migration, disaster recovery, production-readiness

assessments, deployment, and post-production support.

 

Manage the project in accordance with the California Department of Technology Project Approval Lifecycle, including applicable approvals, documentation, governance artifacts, status reporting, and compliance requirements.

 

Manage project scope, schedule, budget, resources, quality, risks, issues, assumptions, decisions, dependencies, and changes while maintaining RAID logs, decision logs, change requests, dashboards, meeting minutes, and lessons-learned documentation.

 

Facilitate project meetings, architecture reviews, design sessions, risk assessments, implementation-readiness reviews, and executive steering committee meetings; communicate project status, financial performance, risks, issues, and recommendations.

 

Monitor vendor and contractor performance against contractual obligations, project milestones, deliverables, service expectations, quality standards, and applicable California state IT policies and security requirements.

 

Mandatory: Possess at least six years of broad, extensive, and progressively responsible experience applying project management principles, methods, techniques, and tools, including at least three years as a Senior Project Manager managing one or more large or complex IT projects.

 

Mandatory: Possess at least three years of experience within the past five years serving as a Project Manager on IT projects involving the design, development/configuration, implementation, and deployment of a cloud-based solution.

 

Mandatory: Possess an active Project Management Professional (PMP) certification; at least three years of Project Management experience implementing a web-based system across a minimum of three geographically separate, firewall-segmented facilities; and at least three years of experience with the California Department of Technology Project Approval Lifecycle process.

 

Preferred: California state government project experience; knowledge of the State Administrative Manual, Statewide Information Management Manual, California Project Management Framework, state procurement, budgeting, reporting, and governance requirements; experience with SaaS, PaaS, Azure, AWS, Agile, Waterfall, hybrid delivery, cybersecurity assessments, system integration, data migration, and disaster recovery; proficiency with Microsoft Project, Azure DevOps, Jira, Confluence, or Smartsheet; and additional PMI-ACP, CSM, SAFe, or ITIL certification
