Job Duties:
NOVA VDOT Structure & Bridge Inspection is seeking an Engineer to provide technical advice, guidance and training regarding assigned engineering program areas with a focus on traffic ancillary structures. You will prepare analyses, reports, and recommendations based on engineering determinations, provide engineering support and consultation related to engineering program area, and effectively manage assigned projects to ensure timely and accurate completion. In addition, communicating with internal VDOT staff, local government staff, consultants, citizens and FHWA regarding transportation projects and programs.
Responsibilities will include but may not be limited to:
Teamwork and Customer Service – Demonstrates customer service and work habits that reflect the VDOT Values and coordinates the flow of information both orally and in writing.
Analysis and Technical Reporting- Analyze and interpret engineering data and information. Prepare complete, clear and concise reports and recommendations.
Manage Assigned Activities– Plan, schedule and coordinate engineering program activities such that deliverables are met within the established scope and timeline.
Perform Load Ratings and Structural Analysis- Assess bridge and ancillary structure plans, sketches, shop drawings, and other technical structure data to determine mathematical models for bridge and/or traffic ancillary structure analysis for calculating load ratings/loading carrying capacity. Perform load rating analysis of bridges and culverts. Perform structural analysis of traffic ancillary structures/ Recommend weight restriction or structural repair.
Review Inspection Reports- Review reports prepared by team leaders and consultants. Perform quality control for conformity with FHWA, applicable Department practices, policies and procedures and other pertinent information (i.e., documentation of structure condition, numerical ratings, element condition and quantities, narrative descriptions and supporting sketches and photographs). Coordinate communication of structure condition and recommendations for replacement, rehabilitation and repair activities.
Special Assignments– Manage special program initiatives and projects as assigned. Serve and represent VDOT or assigned program area on various committees and work groups.
Engineering Process Management- Use established VDOT policies and procedures in the development and delivery of engineering projects. Engineering projects are completed in compliance with state and federal laws and regulations.
Perform QC and QA Inspections- Work with team leaders and municipalities to schedule and perform quality assurance and quality control inspection reviews. Prepare summary report finding, making appropriate recommendations. Conduct briefing evaluation, providing feedback and follow up actions.
Communication- Establish an effective line of communication between VDOT, contractors, government agencies and the public. Investigate issues and resolve complaints.
Project Engineering- Assist in the management of projects and tasks including development of and managing the scope, schedule, budget, deliverables, change management, quality, and status reports. Complete multiple concurrent tasks and assignments, and report updates on their status.
Inspect Structures and Prepare Reports Inspect structure- Review, compile and submit inspection reports. Document recommendations for repairs or rehabilitations. Submit critical findings in order to ensure public safety and timely response to conditions and situations that require accelerated notification.
Consultant Inspection Contract Management- Review schedule of inspections, coordinate assigned structures and ensure inspections are performed on schedule. Review consultant invoices to ensure structures have been inspected in accordance with provisions of the letter of agreement (LOA) with appropriate notifications of payment.
Minimum Qualifications
• Valid driver’s license.
• Ability to prepare, review and maintain inspection records and reports and communicate structure condition and recommendations for repair, rehabilitation and replacement activities.
• Ability to perform hands-on safety inspections, work out of doors in all types of weather; at great heights and in confined spaces; and to use all required equipment.
• Experience in the design, inspection, and maintenance of bridges and structures, including knowledge of methods and materials.
• Ability to perform quality assurance and quality control inspection reviews and manage consultant inspection contracts.
• Ability to communicate effectively orally and in writing with internal and external customers.
• Experience and ability to perform load rating analyses for bridges and other structures.
Additional Considerations
• A combination of training, experience, or education in Civil Engineering, Structural Engineering, or related field desired.
• Qualification as a Bridge Safety Inspection Team Leader as required by FHWA.
• Experience in the design and analysis of bridges and transportation structures.
