Position: Enterprise Architect

Location: 4900 N. Lamar Blvd., Austin, TX 78751

Duration: Long-Term Contract

 

The successful Worker has excellent technical, analytical, and project management skills, as well as strong leadership, communication, and interpersonal skills. The Worker's responsibilities include directing and leading activities in improving the current IT infrastructure, optimizing business operations, and setting the direction and approach for integrating information applications and programs. The Worker is also responsible for cataloguing, developing, coordinating, communicating, maintaining, and enforcing overall enterprise architecture models, representations, initiatives, capabilities, and components to adequately perform the organization's business and technology activities. The Worker may supervise a team of high performing technologists and report to the DFPS Chief Technology Officer.

 

The mission of DFPS is to protect children, the elderly, and people with disabilities from abuse, neglect, and exploitation by involving clients, families, and communities.

 

This position is classified as a full-time position (40 hours a week). Work outside of regular hours may be required. Travel to other Austin offices(s) may be required. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Work may involve the following:

·        Directs and evaluates internal functions, business development strategies, and technical processes and recommends improvements.

·        Creates business architecture models to reflect the organization's strategies and goals and creates and implements business visions and goals.

·        Hand-on development of prototypes and proof of concepts.

·        Evaluates systems engineering, talent recruiting, and accounting models for discrepancies and vulnerabilities.

·        Makes recommendations for cost reductions in technology and business strategies and makes presentations to leadership.

·        Provides guidance and leadership in business architecture and systems processing.

·        Ensures the efficiency, security, and support of the organization's technology and business goals.

·        Creates methods for compliance architecture, such as data storage, metadata management, and change control.

·        Determines and implements build versus buy strategies and views in alignment with overall business strategy.

·        Plans, organizes and participates in training to improve employees' knowledge and skills for future organizational growth.

·        Conducts research in talent management technology strategies to improve the organization's business operations.

·        Provides analysis and consultation to agency leadership on key technology issues affecting the agency and researches emerging trends, ideas and evaluates new technologies for implementation.

·        Participates in planning, policy development, budget discussions, and problem resolution efforts to support and maintain the IT information technology environments and develops processes to improve business efficiency.

·        Manages and provides guidance and professional development for Enterprise Architecture staff. Provides direct reports with work assignments, supervisory direction and information on responsibilities and work performance standards. Develops work performance plans and conducts performance evaluations at least annually.

 

II.  CANDIDATE SKILLS AND QUALIFICATIONS

10           Required             Ability to develop recommendations and presentations suited for various levels of leadership and decision makers.

10           Required             Analyzing customer service requirements and designing service solutions to meet those objectives.

10           Required             Subject Matter Expert for technical services, to both internal and external customers, ranging from formal advice to internal and external customer presentations.

5              Required             Hands-on development and programming in Java/Angular/ Spring Boot /REST /SQL.

5              Required             Hands-on experience prototyping and implementing Azure Functions, Azure Logic Apps, Azure App Service, Azure API Management and other Azure technologies used in building Cloud-based application solutions.

5              Required             Experience with public/private/hybrid cloud technologies.

5              Required             Experience with DevOps tools and processes.

5              Required             Enterprise Application Integration development experience with at least 5+ years of MuleSoft or similar tool development.

4              Required             Graduation from a four-year college or university with major coursework in computer engineering, computer science, information systems, information technology or related field. Work experience may be substituted for education on a year-for-year basis.

3              Required             Hands-on experience on Salesforce low-code development.

2              Preferred            Development in WebSphere ND.

2              Preferred            Knowledge of ITIL and other EA frameworks like TOGAF.

1              Preferred            SQL Development in Oracle.

1              Preferred            MuleSoft Development Experience.

1              Preferred            Development in Tomcat.

1              Preferred            Development in WebSphere Liberty.

1              Preferred            SQL Development in PostgreSQL.

1              Preferred            Certification in Project Management preferred.

1              Preferred            Working knowledge of the following DFPS systems/programs: IMPACT, PACES, ABCS, PEIRS, NEICE, e-Report, e-Travel, General Placement Search and Community Based Care.
