Title: Development Program Manager
Location: ONSITE in San Jose, CA
Duration: 12 months

Our teams drive and deliver programs across PayPal, building and launching new products on a global scale. These initiatives span multiple teams, projects, and regions, often involving complex technologies.
Program Managers are responsible for planning, executing, tracking, and managing end-to-end solutions to ensure delivery of both customer and business value. They lead cross-functional efforts across the PayPal enterprise—including product, operations, infrastructure, and other key functions—while maintaining alignment to program vision and roadmap. Strong stakeholder management is critical to ensuring successful outcomes.
We are seeking experienced Development Program Managers with expertise in Agile project management, product launches, change management, and organizational dynamics.

Typical Day in the Role
Key Responsibilities:
Lead planning activities to develop release and program roadmaps aligned with enterprise goals
Proactively manage stakeholders, dependencies, risks, and resource constraints
Partner with leadership to resolve issues and drive informed decision-making
Establish and track program KPIs aligned to product outcomes
Design and oversee pilot programs and beta testing initiatives
Define and manage Go/No-Go criteria with business partners
Maintain clear communication across global teams and adjacent programs
Identify, escalate, and remove program impediments
Lead retrospectives and drive continuous improvement efforts
Ensure alignment with PayPal’s product lifecycle management standards
Identify cross-program synergies to streamline efforts and improve efficiency
Maintain strong governance across timelines, resources, risks, and dependencies
Evaluate and improve processes to support rapid and scalable deployment
Professional Experience Requirements
8+ years of relevant experience
Proven ability to lead multiple teams delivering software or product development initiatives (Agile preferred)
Strong track record managing complex technical programs and delivering measurable business outcomes
Experience building relationships across matrixed, global organizations
Solid technical acumen with the ability to represent the voice of the customer
Deep understanding of project management tools, processes, and methodologies
Experience with Agile frameworks such as Scrum
Proven ability to develop program artifacts supporting large-scale software implementations
