About the Project:
The Business, Consumer Services and Housing Agency is seeking a contractor that can plan, design and execute on O365 Migration including migrating 80 users from the current Department of Consumer Affairs (DCA) O365 Tenant to the existing Department of Housing and Community Development (HCD) O365 Tenant.
What You’ll Be Working On:
- Lead the end-to-end planning, design, and execution of a tenant-to-tenant O365 migration (DCA to HCD) for 80 users
- Define migration architecture and recommend required tools/software; provide tooling where licensing is not available
- Conduct discovery and assessment to identify all in-scope users, workloads, dependencies, and risks
- Ensure all migrated data meets NIST 800-53 Rev.5 encryption requirements (in transit and at rest)
- Migrate user identities, profiles, and associated configurations across tenants
- Migrate Exchange Online workloads including mailboxes, archives, calendars, contacts, rules, delegations, distribution lists, and resource mailboxes
- Handle both licensed and unlicensed mail objects, including Litigation Hold and In-Place Hold data
- Migrate and preserve SharePoint Online sites, including document libraries, files, folders, and permission structures
- Migrate Microsoft Teams environments including teams, channels, chats, files, memberships, and related components
- Migrate OneDrive data for all users with full permission and ownership integrity
- Ensure migration of extended workloads including Microsoft Forms, OneNote, and Project Online
- Collaborate with cross-functional teams including DCA IT, HCD IT, and BCSH stakeholders to coordinate migration activities
- Execute phased migration approach including initial cutover, incremental/delta migrations, and final production migration
- Perform end-to-end testing across all migration phases; identify and resolve data, configuration, and performance issues
- Provide post-migration support for users and IT teams, including issue resolution, troubleshooting, and stabilization support within defined SLAs
Key Responsibilities:
- Develop and deliver a comprehensive O365 Migration Plan within 7 business days, covering discovery, design, execution, dependencies, and risk mitigation.
- Define a detailed migration schedule including initial cutover, daily incremental (delta) migrations, and final production migration completion.
- Own the execution timeline, ensuring alignment with fixed migration milestones and zero slippage on critical dates.
- Create and maintain a complete As-Is vs. Target State inventory, documenting all users, workloads, configurations, and dependencies to be migrated.
- Validate and reconcile migrated data against the source environment, ensuring completeness, accuracy, and integrity across all workloads.
- Identify, track, and manage migration risks through a structured Risk Radar, including proactive mitigation and escalation strategies.
- Provide consistent weekly status reporting with clear, written updates on progress, blockers, risks, and upcoming activities.
- Communicate effectively with stakeholders and project coordinators, ensuring transparency, accountability, and alignment throughout the migration lifecycle.
What We’re Looking For (Mandatory Experience):
- Proven track record delivering technical leadership on complex IT projects within the State of California environment (minimum 5 years)
- Hands-on experience leading O365 tenant-to-tenant migrations of similar scope, including Exchange Online, SharePoint, Teams, and OneDrive with full permissions preservation (minimum 3 years)
- Experience executing migrations within Government Community Cloud (GCC) environments, including partial tenant transitions and associated constraints (minimum 2 years)
- Strong experience in Microsoft O365 configuration, administration, and governance across enterprise environments (minimum 3 years)
- Hands-on experience with Microsoft Entra ID, including identity management, access controls, and directory synchronization (minimum 3 years)
- Experience with Azure Active Directory Connect (AADC), including configuration, synchronization, and troubleshooting (minimum 2 years)
- Specific experience working with AADC in conjunction with the State of California Global Address List (GAL) (minimum 1 year)
- Demonstrated ability to produce clear, structured technical documentation, including migration plans, architecture designs, and operational runbooks (minimum 3 years)
This isn’t a routine O365 migration; it’s a high-stakes tenant consolidation in a State of California environment with strict timelines and zero room for errors.
