Job Title : ETL APPLICATION PROGRAMMER
Location : Baltimore, MD (Onsite) (Local Only)
Duration: Long term Contract

Duties/Responsibilities:
• Use Cognos Framework Manager to build business models of metadata derived from the underlying EDW table structures (logical, business, and presentation layers) for report developers and end users.
• Use web-based tools to create analytical reports for ESSA-related reporting; create data downloads and publications for the Maryland Report Card.
• Provide backup for critical routine Informatica workflows; support end users in analyzing failures and restarting workflows.
• Perform extraction, transformation, and loading (ETL) from source systems into the EDW using Informatica.
• Use Oracle 12c/19c and SQL Server to access repositories and audit tables and to analyze/reporting issues.
• Use Adobe Pro DC to make PDF reports meet accessibility requirements per federal and state requirements.
• Use PKZIP to package reports for sending to local education agencies.
• Create and execute SQL scripts for requirements analysis, development, testing, and extraction of datasets from EDW; debug Cognos reports using SQL extracted from Cognos.
• Create and execute Windows (DOS) PowerShell scripts for batch renaming of Cognos-bursted filenames.
• Install Cognos upgrades and set up Active Directory as needed; act as secondary/backup administrator for Informatica and assist with version upgrades.
• Perform routine backups and maintenance of Cognos server; requirements gathering, development, testing/validation, and enhancement of analytic reports.
• Create accountability and assessment deliverables (e.g., targets and assessment results, enrollment, attendance, participation, equity, climate survey, chronic absenteeism, MCAP, and other assessments).
Minimum Qualifications Required:
• Bachelor’s degree in Computer Science, Information Systems, or a related field; or equivalent experience.
• 6+ years of experience designing, developing, and supporting ETL and analytics/reporting solutions.
• 3+ years hands-on with IBM Cognos Analytics (v11/12) and Framework Manager (modeling logical/business/presentation layers).
• 3+ years building and supporting Informatica PowerCenter 10.x and/or Informatica Cloud (IICS) workflows.
• Strong SQL skills and experience with Oracle (12c/19c/21c) and Microsoft SQL Server.

Job Title : SAS APPLICATION PROGRAMMER

Duties/Responsibilities:
• Develop PROC SQL data queries to query and subset detail and summary data from the MSDE data warehouse, summarize detail data, combine tables using joins and set operators, and use macro variables in SQL.
• Develop and perform programming to manipulate data by merging, appending, and sorting datasets; manipulate data with functions; create custom formats; concatenate and merge tables; process repetitive code (DO loop and SAS array); restructure tables (PROC TRANSPOSE); and perform pattern matching (SOUNDEX).
• Use Macro functions and write SAS Macro programs to facilitate and automate data management operations.
• Use Output Delivery System (ODS) to produce RTF, PDF, HTML, and EXCEL deliverables.
• Use SAS for descriptive and inferential statistical analysis (PROC MEANS, PROC FREQ, PROC UNIVARIATE).
• Use PROC COMPARE to create verification PDF or RTF reports of databases and metadata stored in the Education Data Warehouse (EDW).

• Serves as a liaison between business stakeholders and technical teams to gather, analyze, and document functional and non-functional system requirements.
• Performs gap analyses, identifies cross-dependencies, and proposes system enhancements or new solutions.
• Translates business program requirements into functional system specifications for multiple data collections and assessment platforms.
• Collaborates with external assessment vendors in analyzing all vendor data file layouts and integrating required data elements into MSDE systems using intermediary documents.

This position requires a project manager with critical skills, including in-depth knowledge of accountability data and reporting requirements as well as IT technical and vendor management skills.
Duties/Responsibilities :
• Support MSDE agency and statewide applications including WDCS (Web Data Collection System), Maryland Report Card, MODE (Maryland Online Data Exchange), MOVEit SFTP Secure Server, PowerSchool §5-234 Minimum School Funding financial dashboard, Educator Retention Dashboard, WCAG 2.1 Web Content Accessibility Guidelines, MSDE Corporate Branding initiatives, AWS on-prem to cloud server migrations, Smartsheet PMO applications, and other duties as assigned.
• Perform day-to-day project management, identify issues and risks, and recommend mitigation strategies.
• Act as a facilitator between MSDE, DoIT, and Local Education Agencies (LEAs).
• Ensure work performed is within scope, consistent with requirements, and delivered on time and on budget.
• Identify critical paths, tasks, dates, testing, and acceptance criteria; monitor issues and provide resolutions for up-to-date status reports.
