Scope/ objective of the work
The objective is to provide IT consulting services for the California State Auditor’s Office to replace legacy IT systems with modern, secure, and compliant solutions. The work involves assessment, design, and implementation of a new system to replace existing legacy infrastructure.
 
Project Overview – CSA IT Modernization
The CSA is undertaking a multi-phased project to assess and modernize its legacy information technology systems, currently operating on a custom-built Ruby platform. The initiative aims to create secure, compliant, and efficient systems that align with user needs and the agency’s mission while minimizing risks and costs.
The contract encompasses system assessments, design of target systems, evaluation of modernization alternatives, and implementation of selected solutions.
 
Project Phases:
Requirements Documentation – Identify and document all technical, functional, and security requirements.
Gap Analysis & Recommendations – Analyze existing systems, identify gaps, and propose replacement or enhancement strategies.
System Replacement – Implement approved modernization solutions.
 
Role Overview
The Data Architect will design the data migration and integration architecture to transition from Ruby-based legacy systems to the new environment.
 
Responsibilities
Conduct data profiling, mapping, and cleansing for all legacy sources.
Define migration strategy, validation procedures, and reconciliation checks.
Design target data models and integration schemas.
Collaborate with DevOps and QA for migration testing and performance tuning.
Support ETL automation, reporting, and analytics enablement.
 
Qualifications
Bachelor’s or Master’s in Computer Science, Information Systems, or Data Engineering.
8+ years in data architecture and migration projects.
Strong SQL, ETL, data modeling, and metadata management experience.
Experience with legacy-to-cloud migrations (Oracle, SQL Server, PostgreSQL).
Familiarity with State or Federal data security policies (e.g., NIST, FedRAMP).
